정부 R&D 재정지원 정책 변화의 영향에 대한 연구: ICT 기업을 중심으로

코로나19의 충격을 극복하기 위해서 정부는 2020년부터 중소기업 R&D 재정지원을 급격히 증가시켰다. 이런 정책의 변화는 2021년 관련 제도까지 정비되면서 중소기업 R&D 환경에 여러가지 변화를 일으켰다. 본 연구는 급증한 정부 R&D 재정지원이 중소기업의 R&D 활동을 어떻게 변화시켰는지 살펴보고, 관련 지원 정책이 효과적으로 작동했는지와 효율적으로 운영되었는지 살펴보고자 했다. 이를 위해서 중소기업 R&D에 대한 정부 출연 수혜 관련 변화를 살펴보고 지원 정책의 경제적·기술적·사회적 효과를 확인했으며, 운영 효율성을 판단하기 위해서 수혜기업들의 특징과 구축효과 존재 여부를 분석했다. 연구결과에 따르면, 2021년 정부 R&D 재정 수혜기업이 급증했으며, 기술집약적인 ICT분야의 고성과 기업들에서는사업화 증진과 연구인력 고용 증대가 확인되었다. 정부 R&D 재정지원 수혜의 진입 장벽은 낮아졌지만 구축효과 즉 자체조달 R&D 자금의 감소 효과는 없었던 것으로 확인되었다. 본 연구의 결과는 정부 R&D 정책이 변화되던 시기에 나타난 R&D 재정지원 효과를 제시함으로써 향후 정책에 따른 효과를 예측하고 대응하는데 시사점을 제공할 것으로 기대된다.
Abstract
In order to overcome COVID-19, the government radically expanded financial support for R&D of SMEs starting in 2020, and this policy shift brought about changes in the R&D environment of SMEs as related systems were reorganized in 2021. This study sought to examine how the rapid increase in government R&D financial investment changed the R&D activities of SMEs, and whether related support policies worked effectively and efficiently. We looked at changes in government-funded benefits in SMEs’ R&D, confirmed economic, technical, and social effects, and analyzed the characteristics of beneficiary companies and the presence of crowding-out effects to determine operational efficiency. According to the research results, the number of companies benefiting from government R&D finance increased dramatically in 2021, and enhanced commercialization and increased researcher employments were confirmed in high-performing companies in the technology-intensive ICT field. In addition, although companies with high absorptive capacity mainly benefited, it was confirm..ed that there was no crowding-out effect, that is, a reduction in self-procured R&D funds.
