It is necessary to think about the fundamental reasons why these events still continue to occur. If the underlying reason for these events is the view of state agencies that take for granted the sacrifices made by the military and the fulfillment of military service obligations, events in which life and body are sacrificed during military service can recur at any time. The perception of military service will change if it is firmly established that military service is each person's responsibility to handle the military service by providing fair treatment, trying to offset the disadvantages caused by the state's best efforts, and showing fair respect and respect for military service. Only then will the life and body of soldiers be more strongly protected. To this end, the legislature should form a system to ensure safe education and training takes place. The administration that actually enforces military service obligations should make every effort to reduce deaths or injuries caused by human error by thoroughly complying with the relevant regulations in the execution of military service obligations. The judiciary, including the Constitutional Court, should also take a forward-looking view of the disadvantages of fulfilling defense and military service obligations in specific cases related to the death and injury of soldiers.
