쟁점 중심 사회과 교재의 단원 개발: 책임감 있는 참정권 행사에 필요한 독자적인 정치적 판단력 함양을 위하여

South Korea has recently significantly expanded the political rights of secondary school youth by lowering the voting age, local referendum age, the age to be elected, and political party membership age. Accordingly, social studies education in secondary schools has an important mission to cultivate independent political judgment so that youth citizens can responsibly exercise their political rights. However, the current social studies textbooks in secondary schools have limitations in achieving this mission because they do not properly address political and social issues on which political factions in our society have conflicting views. This study developed an issue-centered social studies textbook unit to compensate for these limitations in the current secondary school social studies textbooks. This paper first discusses the necessity of developing an issue-centered social studies textbook and explains on what educational logic the unit of issue-centered social studies textbook was developed. In addition, the development method of the issue-centered social studies textbook unit is described. Then, the unit structure of the issue-centered social studies textbook on poverty developed in this study is examined in detail. It is hoped that the issue-centered social studies textbook developed in this study will contribute to the cultivation of the independent political judgment of youth citizens.
