선박 사이버보안에 관한 비교법적 연구

The rapid advancement of digitalization and information technology in the maritime and port systems has led to an increase in cybersecurity threats. Recently, these threats have accelerated, resulting in tangible financial damages. Consequently, countries worldwide have identified cybersecurity threats as a core issue that poses the potential for both economic harm and security risks, and they are responding accordingly. In particular, efforts are being made to establish technical and institutional requirements in legislation to address these cyber threats. Recently, major developed countries and international organizations have been undertaking comprehensive legislative reforms to enhance cybersecurity. However, South Korea is facing challenges in effectively addressing cybersecurity threats due to the lack of relevant legislation and a shortage of cybersecurity professionals. The absence of appropriate legal frameworks complicates the integration of various legal regulations and hinders cohesive enforcement. Additionally, the shortage of specialized personnel undermines the technical response capabilities. This study aims to propose legislative measures that align with the characteristics and standards of the maritime environment. To achieve this, a comparative analysis of the cybersecurity laws and regulations of major developed countries was conducted to derive insights. The study reviewed technical and physical acceptance measures, focusing on the accessibility of legislation and the consistency of regulations. Based on these findings, proposals for the establishment of laws to strengthen cybersecurity in the maritime sector of South Korea are presented.
