국제수지 문제에 대한 미국의 대응 관점 변화와 국제통상체제의 과제

This study examines the US-led efforts in response to the structural limitations of the multilateral trading system to deal with balance-of-payments problems. The US is found to have been equipping itself with a number of trade measures to appropriately address evolving balance-of-payments problems it faces, but unfortunately, in a less WTO-compatible way. However, the purpose of this study is not to criticize the development of such US measures; rather, the study aims to highlight the need for structural and institutional improvements in the global economic order by fundamentally restructuring the relationship between the WTO and the IMF in a more creative and effective way. Especially in the current environment of heightened geopolitical tensions, the study also concerns how the trade balance issue may transform into an economic security issue where protectionist trade measures could be easily disguised as legitimate policy actions. In that sense, the study emphasizes that the efforts to restore a sound and effective international economic governance system is more urgent than ever.
