수도권 인구집중과 지방소멸에 대한 정책적 고찰

Recently, local extinction has become a hot topic. Pangyo Techno Valley, Hwaseong's huge industrial complex, and the metropolitan new city are sucking up young people who are black hole. The provinces where the young people left are not aging the population and reproducing the population, so the number of vacant houses in rural areas is increasing and the cities in the provinces are losing their vitality. The way to save the provinces should be to keep the young people in the provinces. As an alternative to this, local-specific policies should be made by investing in local revitalization investment funds in local extinction-risk areas and investments from local companies and related companies in unsold houses of general industrial complexes to create local jobs. The regional unit should create jobs for young people by attracting the fourth industry by forming a competitive belt in the metropolitan area. Now we are living in the era of the 4th Industrial Revolution. Changes in industrial structure and new technological revolution can be a crisis for the province and another opportunity. For the success of the localization era, a new paradigm is required to create local jobs in a new level of solidarity with adjacent cities. Policies such as the establishment of a wide-area transportation network, the establishment of a corporate innovation park, and the establishment of a major industry promotion system are needed through the mega-city in the super-wide area. In the future, it is expected that the union of local governments or the role of regional economic communities will play.
