인구위기시대 대응을 위한 국토계획의 법적 과제

Due to long-term low birth rates and aging, population decline is now in full swing. Population decline is causing a serious crisis throughout our society, and the national land plan is no exception. Population decline is accelerating due to population concentration in the metropolitan area. Although laws related to national land plans have established many systems for a long time to alleviate population concentration in the metropolitan area, they have not achieved significant results and are accelerating population concentration in the metropolitan area. In addition, various special zone systems are being operated to revitalize regions, and local governments are promoting urban plans that are out of touch with reality by presupposing population growth rather than a population crisis in urban plans. In order to overcome the population crisis era, fundamental discussions on balanced regional development, which is routinely featured in the enactment and revision of laws related to national land plans, must be held. In addition, the special zone systems that are being mass-produced indiscriminately must be boldly reorganized so that they can produce tangible results. In addition, efforts should be made to prevent excessive population estimates by local governments and reduce population movement to the metropolitan area by reorganizing around balanced development bases. Now that we are facing a short-term population decline that no country has ever experienced, efforts should be made to quickly reorganize and clarify existing systems rather than overuse them.
