This study analyzes the elements of bureaucrats professionalism from a time perspective and identifies the roles of bureaucrats. First, the adaptation period is a period of navigating and adapting to the bureaucracy by passing a competitive exam and entering the public service. During this period, the bureaucrat creates official documents and performs work based on laws and rules. Second, during the growth period, bureaucrats learn to write official documents, study laws and rules, write plans and reports, and perform tasks directed by their superiors. Third, during the developmental period, bureaucrats move from filling out official documents to checking payments, reporting to superiors, and helping subordinates make decisions. Fourth, the mature stage is the head of a department, which requires expertise in work direction, work coordination, department management, parliamentary response, and situational judgment, and acts as a decision maker who takes responsibility and makes judgments in this process. Fifth, the experienced stage is the position of the bureau chief, which is in charge of full management of public administration, and the bureaucrat's main expertise is in departmental management skills, political judgment, and interest coordination, and therefore the bureaucrat acts as a manager.
