AHP를 활용한 SDG･ESG 협치 구축의 우선순위 도출에 관한 연구: 평택시 ESG 협치 사례를 중심으로

Governance is an important mechanism for the government and private sector to solve public issues together in modern society. Accordingly, this study consists of five elements of governance: democratic nature, institutional structure, relational dynamics, outcomes and performance, and collaborative processes through interaction. Each of these elements is necessary for governance. This study comprehensively reviews influential factors in the policy decision-making and implementation process of the public sector in modern society through AHP (Analytic Hierarchy Process) and clarifies the importance and priority of relationships among various variables such as democracy, institutional structure, relationships, outcomes and performance, and interaction. Accordingly, this study conducted a survey of 1,251 people classified into three groups: Pyeongtaek City civil servants, intermediate support organizations, and citizens for AHP analysis. Based on the results of this analysis, the analysis of the importance of the upper factors showed that 'democracy' is the most important factor for decision makers to strengthen cooperation and effectiveness, and it is important for promoting sustainable development and for consistency with the SDGs and ESG system. In addition, the analysis of the lower factors of democracy, institutionality, relationship, results and performance, and cooperation process through interaction, and the correlation with SDGs and ESG were discussed, and through this, reliable results are provided for establishing the ESG cooperation system in Pyeongtaek City.
