Digital Transformation and Data Privacy in the EU: Insight from Korean Media

본 논문은 디지털 전환에 따른 유럽연합(EU)의 개인정보보호 정책 변화 과정을 분석해 주요 정책에 대한 영향과 평가를 살피고, 이를 통해 한국의 개인정보보호 정책에 대한 함의를 발굴하는 것을 연구 목적으로 한다. 전체 연구 대상 기간(2000년 1월~2024년 6월)은 주요 스마트 기기와 생성형 인공지능(AI)의 등장 시점을 디지털 전환점으로 고려해 3개의 시기로 구분하였다. 디지털 전환과 관련된 한국의 언론 기사를 추출하여 디지털 전환 및 개인정보보호와 관련된 주요 키워드를 중심으로 연관어들의 변화를 분석하였다. 본 고에서는 한국의 디지털 개인정보보호 정책 발전을 위해서 EU를 중심으로 변화하는 디지털 규제 환경에 적응해야 하고, 디지털 경제의 혁신을 저해하지 않도록 규제와 보호 정책의 균형을 모색해야 하며, 디지털 주권 확보를 위한 전략을 설정해야 함을 확인하였다. 본 연구는 언론 기사를 활용해 디지털 개인정보보호 정책 변화에 대한 실증적인 현상 분석을 수행함으로써, 디지털 전환을 위한 정책적 담론 확대에 기여하고자 한다.
Abstract
The purpose of this paper is to analyze the change in the European Union's (EU) data privacy policy following digital transformation, examine the impact and evaluation of major policies, and, through this, discover implications for Korea's data privacy policy. The entire study period (January 2000 to June 2024) was divided into three periods, considering the emergence of major smart devices and generative AI as a digital turning point. We extracted Korean media articles related to digital transformation and analyzed changes in related words, focusing on key keywords related to digital transformation and data privacy. This paper confirms that, in order to develop Korea's data privacy policy, it is necessary to adapt to the changing digital regulatory environment centered on the EU, find a balance between regulation and protection policies to avoid hindering innovation in the digital economy, and secure digital sovereignty. This study contributed to the expansion of policy discourse for digital transformation by conducting an empirical phenomenon analysis of data privacy policy using media articles.
