유연한 수사경과제 운영을 위한 순환근무 모델 개발 연구 - 해양경찰청 사례 -

This study developed a rotational work model for investigative police to improve the problems caused by inflexible personnel management at the Korea Coast Guard, which has implemented the professional detective system since 2019. The survey found that a significant number of investigative police officers wanted to transfer, and the most common reason for wishing to transfer was insufficient financial compensation. Police officers with long investigative experience were more likely to report burnout due to long-term work, while police officers with less investigative experience were more likely to report excessive workload, insufficient promotions and rewards, and a lack of aptitude for investigative work. In addition, police officers in the ranks of inspectors and sergeants were more likely to report high levels of fatigue due to long-term work, while police officers below sergeants were more likely to report high levels of excessive workload and poor working conditions. Many of the investigators responded that a rotational work system is necessary because the professional detective system is not flexible, so we estimated the number of investigative police officers who would like to be transferred by synthesizing the survey results and investigative police statistics, and proposed a rotation work model for flexible professional detective system operation by setting the appropriate rotation ratio through simulation. If applied properly, the rotational work model is expected to reduce fatigue of long-term investigators and allow those who have not entered the investigation department to gain investigative experience and expertise, which can have a positive impact on strengthening the investigative capabilities of the entire Korea Coast Guard.
