21대 국회 노동입법에 대한 평가와 과제

The term of the 21st National Assembly, elected by the April 15, 2020 general election, ended on May 29, 2024. A total of 25,858 bills were received by the 21st National Assembly, and 9,063 were reflected in the law. A total of 2,174 cases were received by the Environment and Labor Committee, and 650 cases were reflected in the law. Labor-related legislation accounts for only 5% of the bills passed by the National Assembly. In the 21st National Assembly, the Labor Standards Act, the Trade Union and Labor Relations Adjustment Act, the Act on the Establishment and Operation of Public Officials' Trade Unions, the Act on the Establishment and Operation of Teachers' Trade Unions, the Equal Employment Opportunity and Work-Family Balance Assistance Act, the Act on the Promotion of Employees’ Participation and Cooperation, and the Act on the Employment of Foreign Workers were revised. The Act on the Designation of Essential Work and Protection and Support for Essensial Workers, the Act on the Employment Improvement of Domestic Workers, the Act on Employment Security Support Following Industrial Transformation, and the Serious Accidents Punishment Act were enacted. In order for the labor legislative activities of the 22nd National Assembly, which opened on May 30, 2024, to develop in a positive direction, an evaluation of the achievements and limitations of the 21st National Assembly must be premised. Therefore, this paper examines the contents and achievements of the labor legislation of the 21st National Assembly and suggests the direction of the labor legislation that the 22nd National Assembly should move forward.
