Korea is pursuing various urban regeneration projects and house vacancy improvement plans to solve theproblems of population decline, urban decay, and increasing house vacancy. However, these efforts lack sustainability asindividual approaches and do not respond effectively to reducing administrative costs. This study analyzes the BlightElimination Framework(BEF) and its implementation process in Flint, Michigan, which is a strategy to stabilize the area byefficiently utilizing limited funds and human resources in response to population decline. Based on this analysis, the studyproposes an efficient house vacancy maintenance strategy for Korea's declining cities. As a result of the analysis of FlintCity's BEF, three characteristics were identified. First, a property management and profit-return system was established incooperation with various entities, and a step-by-step approach and priority selection was made through the introduction oflow-density districts. Second, the consultation process to utilize actors emerged as an important characteristic. Third, aflexible land use conversion strategy was needed to respond to future uncertainties after redevelopment. Implicationsapplicable to Korea are as follows: renovating house vacancy requires an integrated approach, cooperation with residents isessential in a declining city, solving administrative cost problems by actively utilizing local actors, and strategies for long-termmaintenance and flexible land use conversion. must be prepared.
