중국발 전자상거래물품 수입 급증에 따른 관세행정 개선방안

Due to the rapid increase in users of the Internet and smartphones, the digital transformation of trade, and the COVID-19 pandemic, the form of trade transactions is diversifying from traditional B2B transactions to B2C-centered e-commerce. In this environment, the volume of imports of e-commerce products in Korea is also increasing rapidly, especially due to the aggressive entry of Chinese e-commerce platforms AliExpress and Temu into Korea. The rapid increase in imports of e-commerce goods from China is causing consumer safety and reverse discrimination against domestic companies due to small e-commerce goods exempt from customs duties and VAT exemption and import declaration. For this reason, it is required to respond in the customs administration to block goods that may harm the safety of consumers during the customs clearance process, which is essential for bringing e-commerce goods into Korea. Therefore, this study analyzed customs administration problems and proposed corresponding improvement measures as a way to reduce the damage to domestic consumers, producers, and small business owners caused by a surge in imports of e-commerce goods.
