경제안보･과학기술안보 법제 진단‧분석 프레임워크 개발과 적용

This study aims to develop a framework for diagnosing and analyzing the laws on economy security and science & technology (S&T) security of Korean governmental departments and to apply the framework to each related law. By doing so, we intend to diagnose the policy direction, policy philosophy, and national policy promotion status of each law and to propose future emerging security policy directions. Based on the literature reviews on global hegemonic environment and the economic security-related concepts, the characteristic factors were categorized and derived into keyword types. We utilized these keywords for developing a legal diagnosis and analysis framework specialized in economic security and S&T security. We checked the focus and interpreted characteristics by each framework item, subject to strategic technology-related laws that have been recently enacted or are being prepared to be enacted. This study is valuable in that it is the first attempt to propose a unique legal analysis methodology at this point of time when the establishment of a systematic national strategy on emerging security is urgent. Additionally, we expect that it will contribute to enhancing comparability by generalizing the framework development process and applying it to overseas laws, as well as enhancing the possibility of expansion of legal policies by applying the methods to other fields.
