지방연구원의 ESG 경영 사례 연구: K-ESG 가이드라인을 중심으로

본 연구는 K-ESG 가이드라인을 중심으로 현재 지방연구원의 ESG 경영 수준을 분석하여 ESG 경영 방안을 개선하기 위한 자료를 제공하는데 목적이 있다. 이를 위해 2022년 부산, 울산, 충남, 경북연구원의 경영평가보고서, 인권경영보고서, 정보공개청구 등을 통해 수집된자료를 K-ESG 가이드라인에 따라 지방연구원의 ESG경영 실태를 사례분석하였다. E(환경)영역은 과반수의 연구원에서 운영하지 않아 평가가 불가하였고, S(사회)영역은 다양성 및 양성평등 범주에서 여성임원 비율이 전체적으로 낮았고, 동반성장 범주에서 협력사의 ESG지표관리가 미흡한 부분을 제외하고 전반적으로 잘 운영되고 있었다. G (지배구조)영역에서 이사회 구성은 되어 있으나 ESG 안건, 성별다양성 등이 낮았고, 내부감사부서의 전문성이 확보되지 않아 지방연구원의 공시항목 관리⋅확대가 필요해 보였다. 본 연구결과는 지방연구원의 ESG 경영 체계 구축을 위한 영역별 지표를 개발하는 자료로 활용이 가능할 것으로 판단된다.
Abstract
The purpose of this study is to analyze the level of ESG management by analyzing the current ESG management status of local institutions based on the K-ESG guidelines and to improve the ESG management plans of the institutions. The case study was conducted on the ESG management status regarding local research institutes by applying the K-ESG guidelines to the management evaluation reports and diverse resources of Busan, Ulsan, Chungnam, and Gyeongbuk research institutes. As a result of the analysis, there was no data because all institutes did not operate in relation to the E area, and the overall ratio of female executives in the diversity and gender equality categories in the S area was low, and ESG management support from partner companies was not being provided. As a consequence of the analysis of the G area, the board of directors was formed, yet ESG agendas and gender diversity were low, and the expertise of the internal audit department was not secured, so it seemed necessary to manage and expand the disclosure items of local institutes in the G area. Based on this, it might be used as data to develop indicators for each area to establish an ESG management system for local research institutes.
