복합ESG지수를 활용한 기초자치단체의 시계열적 ESG 변화양상에 관한 실증연구 - 광주･전남 기초자치단체를 대상으로 -

Climate change, which threatens the world has a wide range of diverse causes. To solve this problem, large corporations have recently actively introduced ESG evaluation systems. However, K-ESG is an evaluation index for companies and has limitations in its direct use by urban governments. The purpose of this study is to develop a composite ESG index for urban governments to identify time-series changes and present policy implications. The spatial scope of this study is 27 local governments in Gwangju and Jeonnam, and the temporal range is 2015, 2018, and 2021., The change patterns by period were compared and analyzed using the analysis model of the comosite ESG index. The following are the analysis results of this study. The major categories of the composite ESG index of Gwangju and Jeonnam local governments were ‘complete improvement type’(22.2%), ‘phase deterioration type’(29.7%), ‘complete deterioration type’ (18.5%), ‘phase improvement type’ (25.9%), and ‘other type’ (3.7%). The policy implications of this study are as follows. A dedicated organization and professional manpower for ESG should be formed. In other words, a dedicated organization should form an ESG committee to establish an ESG plan and introduce an ESG management strategy suitable for the local government. Professional manpower should conduct ESG education and continue performance management for continuous ESG evaluation.
