Today, the international community is suffering from extreme economic difficulties due to the aftermath of conflicts such as the Ukrainian War, such as the rapid rise in construction materials, energy, and food prices. Our country is not free from direct and indirect damage caused by the weaponization of rare resources by resource-rich countries, such as Japan's export restrictions on core semiconductor components in 2019, China's restrictions on urea exports in 2021 and 2024, and China's restrictions on rare earth exports due to the US-China hegemony competition. This trend is pushing the entire world into a fierce battleground for self-reliance in the supply chains of energy and rare resources. In this situation where the volatility of the raw material supply chain and the frequency of disputes are continuously increasing, the current supply and demand management for individual resources is at its limit. In order to secure the supply chain, it is necessary to establish and manage an integrated supply chain at the government level. In addition, a preemptive inspection and effective response system in the event of a supply chain crisis should be established as a priority. Therefore, the EU's case should be referred to for the effective execution of the currently enforced special supply chain-related laws and the basic supply chain law. In-depth review of each case is necessary, such as specifying the target for regional production or recovery for each key raw material and stating it in the relevant laws.
