주취자에 대한 법, 제도적 대응방안 연구

This study deals with the problem of dealing with drunk people, which is the most difficult and passive part of the police field work. Although many studies have been conducted in the past, this content presents legal and institutional countermeasures for the actual problems that field police officers and new police officers encounter with drunk people in the field. By covering the theoretical content of law enforcement, including the Police Officers' Duties Act, institutional review related thereto, and incidents and accidents such as response to female drunkards and protective measures related to handing over drunkards, new police officers and field police officers are assigned to public security sites. When doing so, research plans that can actively carry out work were presented. In addition, when police officers attend the scene, we wanted to focus on the importance of the process rather than the result when responding to a drunk person. The concept and types of drunkards were examined as theoretical backgrounds, and the current status of major crimes committed by drunkards was analyzed, and cases of foreign responses to drunkards were examined. In addition, the practical content of this study, the review of handling measures for responding to drunkards, first, the legal review related to strong law enforcement (protective measures under the Police Officers' Duty Execution Act, etc.) against drunkards, and the institutional review related to improving the cooperative system, such as the revision of the legal basis for the establishment of specialized protection facilities and related organizations' legal issues regarding drunkards, as well as the contents of precautions when dealing with female drunkards and active protective measures to prevent incidents and accidents in advance during the process of handing them over to their guardians. This is a very important matter in responding to drunkards. Therefore, based on this, the research focused on allowing police officers to actively engage in on-site work rather than avoiding drunkards when they are on scene, and it is hoped that this discussion will be of some help to police officers in handling drunkards, reducing their time and effort, and allowing them to focus on their original duties, such as preventing other important incidents.
