빈집의 사회문제 해결 디자인을 위한 디자인 방법론 도출 연구

지방 지역의 빈집 방치로 인해 사회적차원에서는 도시로의 인구이동, 지역소멸, 마을공동화현상, 지역소멸, 경관 저해, 지역 황폐화의 가속화 등의 사회문제가악순환될 수 있다. 또한 개인 차원에서는 붕괴 위험, 쓰레기 적치, 야생동물과 벌레 서식 등으로 인해 위생 및 안전상의 문제, 심리적 무기력감, 피폐감, 상대적 박탈감을느끼게할수있다. 이에따라본연구에서는빈집을사회문제로 보고, 사회문제 해결 디자인을 위해 기초연구로서‘빈집문제해결디자인방법론’을도출하였다. 이를 위한본연구의방법은빈집의정의및사회문제해결 사례를 바탕으로 ‘빈집 문제 해결 디자인 방법론’을도출한다. 내용적 범위는 관련법규 및 정책, 문헌 및 논문, 브리핑 조사, 사례 분석이다. 이에 대한 시사점 도출에 따라 주요목표를 설정한다. 이는 정성적인 연구 방법이기에 전문가의 검증을 받아 상호 보완한다. 전문가 검증의 대상적 범위는 농촌 컨설턴트 연구 분야 9명과기초지방자치단체 분야 7명이다. 본 연구는 크게 공간적 개선, 사용자 경험, 사회적 영향의 관점으로 접근하였다. 그리고 빈집 문제 해결 디자인 방법론 구축, 사용자 경험 디자인 관점의 접근, 사회문제 해결 디자인의 연구목표를 가진다. 전문가의 검증 및 자문을 통해재구성한디자인 방법론은 첫째, 공간적 개선 관점에서는 현황조사과정에서소유주와철거, 매매, 임대, 민박 등 동의 및- 협의 과정이 필요하며, 이를 지자체에서 관리 및 협의할 필요가 있다. 둘째, 사용자경험관점에서사용자별목적, 체류기간등의견조사를기반으로공유숙소의디자인프리토/프로토타입을 공간 디자인한다. 셋째, 사회적 영향 관점에서 공유 숙소 뿐만 아니라 공유 주방, 공유 공간, 지역 자산과 문화활용, 지역 브랜드, 지역 비즈니스등지역활성화방안과미관, 안전까지도 고려할 필요가 있다. 이에 추후 후속 연구에서는 빈집현황파악및사용자별 인터뷰 및 의견 조사 도구 개발, 노후·유휴 시설 활용 등의 연구를 진행하고자 한다.
Abstract
The abandonment of vacant houses in rural areas can trigger a cycle of social issues, including population migration to urban centers, regional extinction, village depopulation, deterioration of landscapes, and accelerated regional decline. At the individual level, abandoned houses pose risks such as collapse, waste accumulation, and infestation by wildlife and insects, leading to sanitation and safety concerns, psychological distress, feelings of neglect, and relative deprivation. Recognizing vacant houses as a social issue, this study presents a preliminary investigation aimed at developing a design methodology to address the problem of abandoned houses. The methodology is derived from defining vacant houses and analyzing case studies of social problem-solving. The research scope includes related regulations, policies, literature reviews, case analyses, and expert consultation. The research employs a qualitative approach, verification by nine experts in rural consulting and seven experts in local government. This study approaches the issue from three perspectives: spatial improvement, user experience, and social impact. The design methodology, reconstructed through expert consultation, is threefold. First, from the spatial improvement perspective, the process necessitates agreements with property owners regarding demolition, sale, rental, or conversion into lodgings, which should be managed by local governments. Second, from the user experience perspective, the design of shared accommodation spaces should be based on surveys of users' purposes and lengths of stay. Third, from the social impact perspective, revitalization plans must consider not only shared accommodations but also shared kitchens, communal spaces, local cultural assets, regional branding, local businesses, aesthetics, and safety. Future research will focus on developing tools to assess the status of vacant houses and conduct interviews and surveys with users, as well as exploring the utilization of aging and idle facilities.
