The purpose of this study is to redefine the purpose and content of realizing sportsperson welfare policy and to propose a policy establishment strategy to achieve the purpose. The content structure defined the content scope of athlete welfare, and a content analysis of the Athlete Welfare Act was also conducted. Through this, the meaning of the legal and policy goals of athlete welfare was defined. As a result of the process, an implementation strategy for athlete welfare policy was proposed to realize the policy goals. What was derived from the above discussion is as follows. First, the Athletes' Welfare Act targets a rather narrow range of athletes, and its policy content covers the minimum level of living, including welfare payments, mutual aid associations, and support for living expenses. Second, the welfare of athletes is the primary priority for realizing a sports welfare state. Additionally, athlete welfare policies and laws should include both economic and job stability, not just minimum livelihood security. Third, the role of the government and local governments is necessary, and the basic rights of sports, the welfare of athletes, and the sports welfare of the public must be structurally satisfied simultaneously. To achieve this, a triangular balance strategy of ‘government-athletes (internal sportsman welfare)’, ‘government-citizens (external civilians sport right)’, and ‘athletes-citizens (public sport service interaction)’ is required. In addition, it is necessary to secure a dedicated organization and financial resources for this. Through the interconnection between each policy, integrated and complementary improvement of laws and composition of policies should be realized.
