In South Korea, Stalking Punishment Law was implemented in October 2021, and although it has been revised once since then, gaps in victim protection still exist. In regard to this, England and Wales, which adopted legislation and systems related to stalking earlier than us, is examined. Separate penal provisions for stalking crimes were established with the Stalking Protection Act 1997, and have been continuously revised. In 2019, the Stalking Protection Orders were introduced, allowing effective prohibition or mandatory orders against stalkers. In March last year, the Victims and Prisoners Bill was proposed in the House of Commons to enhance the protection of women's rights. To reflect these laws in policing, Home Office expanded budget support to police forces in May last year. Additionally, College of Policing issued risk assessment and response guidelines, and Home Office distributed guidelines for Stalking Protection Orders to enhance the effectiveness of victim protection. Moreover, various organizations are collaborating to prevent stalking and protect victims. The operation of specialized treatment institutions for stalkers highlights a distinctive feature. Stalking is not a crime that can be resolved through punishment alone. It is advisable for South Korea to explore appropriate solutions together with criminal justice agencies and health authorities to eradicate stalking.
