Evaluation of the Effects on Disease Burden Relief from Adopting Continuous Blood Glucose Monitoring System Utilizing Cost-benefit Analysis

The latest medical devices, applying advanced technologies, are aiding in the prevention and alleviation of suffering from specific diseases in daily life. Continuous glucose monitoring system (CGM), one of these devices, has helped type 1 diabetes patients alleviate the burden of disease since 2016. To explain the impact of CGM, this study aims at evaluating the economic validity and effectiveness of them by utilizing a cost-benefit analysis. This research presented net social benefit (NSB) and benefit-cost ratio (BCR) as result indicators from 2019 to 2022, compared to 2015. The result demonstrated the effectiveness of CGM in terms of both economic viability and disease management, as NSB and BCR had recorded effective value. However, both indicators have a decreasing trend each year due to the significant increase in cost associated with medical devices. It points out the following implications. First, a measure to reduce the cost of the medical device is necessary in order to keep the values of NSB and BCR within a valid range. It implies deregulation of medical device manufacturing is required, in that the domestic products are relatively inexpensive. Second, given that the prevalence rate of type 2 diabetes is high in an aging society, it is necessary to expand the coverage of insurance benefits for CGM, as a broader reduction in the burden of disease is expected.
