Ecosystem Dynamics of Domestic Data Trade:Network Analysis of the Data Voucher Program

This study examines the current state and characteristics of Korea's domestic data transaction ecosystem from a network perspective, utilizing data from the Data Voucher Support Project, an initiative aimed at revitalizing data distribution and transactions. The research analyzes 2,597 purchase transactions and 3,118 processing transactions to construct purchase and processing networks, identifying key clusters within each network. In the data purchase network, credit rating and commercial area analysis emerged as pivotal clusters, while AI technology innovation and platform services are found to be important clusters in the data processing network. Centrality and brokerage analyses were also conducted to identify key actors and determine specific roles of companies within the network. It was found that large corporations play central roles in the data purchase transaction network, whereas small and medium-sized enterprises (SMEs) are central to the data processing transaction network. The findings highlight the need for strategies to stimulate data transactions among SMEs, develop policies fostering collaboration between large corporations and SMEs, and provide government support for accessing international data. The empirical findings and implications of this study are expected to inform future policy-making aimed at invigorating domestic data transactions in Korea.
