본 연구는 돌봄의 역사와 한국의 돌봄 정책을 살펴보고, 노인 돌봄노동의 중심축인 요양보호사의 노동 현실을 탐색한다. 연구 방법으로는 시설과 방문을 포함한 요양보호사 10명을 심층 면접함으로써 이들 업무의 ‘이중적 경계성’(‘돌봄’과 ‘노동’의 경계에 낀 존재로서의)에 대한 입장을 파악하고 이에 대한 문제점과 대안을 살펴본다. 보건복지부에서 그들에게 명시한 업무에도 불구하고 요양보호사의 업무는 공적영역과 사적영역이 애매할 때가 있고, 자격증을 가진 전문인력임에도 여전히 전문성을 인정받지 못하고 있다(보수, 복지, 자부심에서). 또한 이들은 신체적 노동강도 뿐 아니라 감정적, 정서적 노동강도도 매우 높다. 가령, 돌보는 치매 노인들의 계속적 욕설, 돌봄 수급자 가족과의 갈등, 돌보던 노인의 죽음 등이다. 이제 요양보호사의 애매한 경계의 공간을 ‘혼용의 공간’, ‘가능성의 공간’으로 발전시킬 때이다. 돌봄을 수행하는 돌봄자에 대한 ‘돌봄’과 처우개선을 통해 한국 사회가 공존과 상생의 관계로 나아가기를 기대한다.
Abstract
This study examines the history of care and Korea's care policies and explores the labor reality of nursing care workers, the critical axis of care work for the elderly. As a research method, by conducting in-depth interviews with 10 nursing care workers, including facilities and visits, the position on the 'double liminality'(as in-between beings in the boundary of ‘care’ and ‘labor’) of these tasks is identified, and problems and alternatives are examined. Despite the work specified to them by the Ministry of Health and Welfare, the work of nursing care workers is often ambiguous in the public and private spheres, and even though they are licensed professionals, they are still not recognized for their expertise(in compensation, benefits, and pride). In addition, they have very high emotional and sentimental labor intensity as well as physical labor. For example, continuous abusive language by caring elderly people with dementia, conflict with the families of care recipients, and death of elderly people who were caring. Now is the time to develop the ambiguous boundary space of nursing care workers into a ‘hybrid space’ and a ‘space of possibility’. It is hoped that Korean society will move toward a relationship of coexistence and co-prosperity through ‘care’ and treatment improvement for caregivers who perform care.
