Port unloading is the most basic function performed by a port. Port unloading is a series of port transportation activities for maritime transportation, including loading and unloading, storage and transportation of cargo, and can be said to be the core of port logistics. Unloading work at ports is labor-intensive and has a high-intensity working environment. Nevertheless, the incidence of industrial accidents among port stevedoring workers is higher than that of other industrial fields due to a lack of overall understanding and interest in safety. Safety accidents that occur during port unloading work not only have a significant impact on the port unloading industry itself, but can also cause serious problems in the logistics industry along with port management and operation problems for terminal operating companies. In January 2022, the Act on 「SERIOUS ACCIDENTS PUNISHMENT ACT」 was enacted and came into effect in January 2022 (January 27, 2022). Therefore, if a business owner or a person in charge of management fails to fulfill safety and health obligations at the workplace and casualties occur, he or she will be subject to criminal punishment. In this paper, we review the special characteristics of the labor environment of the port stevedoring industry and analyze the current status of the port stevedoring industry and the status of industrial accidents and serious accidents in the port stevedoring industry. In addition, after reviewing the safety management system to prevent serious accidents in the port unloading business, improvement measures are proposed.
