초록
1999년 2월 민주노총은 노사정위원회의 공식적인 불참을 선언한 이후 지난 25년 동안 이 기구에 참석하지 않았다. 민주노조운동의 장기간 사회적 대화의 불참은 기존의 사회적 대화 체제에 대한 구조적 비관주의 등과 함께 하나의 통설이 되면서 관련 주제에 대한 체계적 논의를 크게 제한해 왔다. 전체적으로 우리는 이러한 입장의 대강을 받아들이면서도 민주노조운동이 사회적 대화에 참여하였던, 그동안 잘 말해지지 않았던 세 번의 계기에 주목하였다. 1998년 현대자동차 사태, 2006년 로드맵 합의, 그리고 2019년의 탄력근로 논의가 그것인데 우리는 이를 통해 민주노조운동과 사회적 대화 간의 복잡하면서도 치열했던 역동성을 확인하면서 그 숨은 의미를 살펴보고자 하였다. 분석결과, 우선 슈미트의 ‘정치적인 것’으로서 적대의 동학과 함께 지속하는 존재론적 대립을 확인하였다. 또한 민주노조운동이 사회적 대화를 통해 추구했던 상징으로 세 이야기가 각각 경제위기 국면하의 고용안정 및 새로운 사회경제체제의 수립, 조직 노사의 새로운 질서 형성, 포디즘적 고용체제의 침식과 새로운 고용관계의 과제를 지시하고 있음을 강조하였다. 또한 민주노조운동과 진보정권과의 동학이 어떻게 하위최적(suboptimality)의 실패로 귀결되었는지 설명하였다. 끝으로 그동안 경제의 서비스화의 힘에 따른 주요 환경 변화를 소개하고 향후 이의 의미를 간략히 조망하였다.
Abstract
Since February 1999, the Korean Confederation of Trade Unions declared its official absence from the Tripartite Commission and has not participated in this body for the past 25 years. The democratic union movement's long-term absence from social dialogue has become a common belief along with structural pessimism about the existing social dialogue system. We, however, focused on three occasions about the democratic union movement participated in social dialogue. These include the Hyundai Motor Company strike in 1998, the roadmap agreement in 2006 and the discussion on flexible working hours in 2019. Out of these, we sought to confirm the complex and fierce dynamics between the democratic union movement and social dialogue. As a result of the analysis, it was confirmed that there has been Schmitt's ‘political thing’ as an ontological conflict. In addition, the three stories are symbols, respectively, of (1)employment stability during the economic crisis and the establishment of a new socio-economic system, (2)the formation of a new order of organized labor and management, and (3)the erosion of the Fordist employment system and the challenges of new employment relations.
