새로운 시대환경에서 법학의 사회적 기여

How is Korean law adapting to the changes in the new era? If there are shortcomings, what are they, and how can they be addressed? To answer these questions, this study adopts a bottom-up approach, using interviews that reflect the perspectives of researchers who have conducted relevant studies. Through this approach, we aim to identify existing problems and present topics worthy of future focus. First, we identified seven key issues that law must address in response to the changing times: population aging, diversity, artificial intelligence, economic security, disasters, balanced regional development, and climate change. Next, we analyzed the volume of research conducted on these topics over the past decade. Finally, we interviewed legal scholars who have researched these topics to understand how Korean law is responding to changes in the global environment, what problems exist, and what solutions can mitigate these issues. Based on common points from their responses, we identified key problems and solutions. The main obstacles to law effectively addressing changes in the new era include difficulties in translating legal research into policy, a shortage of researchers, a lack of communication between legal departments, and a scarcity of interdisciplinary and empirical research. We hope this study sparks greater interest and discussion in the legal community about the issues identified here.
