기후변화시대에 탄소중립을 위한 EU의 지속 가능한 항공연료(SAF) 법제 분석 및 시사점

As a response to climate change in the aviation sector, the EU has enacted the SAF Regulation 2023/2405/EU to contribute to the realization of carbon neutrality. However, since this affects not only countries within the EU but also countries outside the EU, Korea also needs to respond appropriately. Annex I of this Regulation aims for SAF to account for at least 85% of EU aviation fuel by 2050. This SAF significantly reduces greenhouse gas emissions compared to existing aviation fuel and can be directly mixed in existing jet engines. In this respect, we can anticipate the future prospects of SAF in the aviation industry and its contribution to carbon neutrality. In the future, the development and use of biological carbon reduction technology using biological resources in the bio sector will contribute to the realization of carbon neutrality. In addition, the development of SAF, cooperation between airlines, and cooperation between fuel producers will promote innovation and technological advancement in the aviation industry. In addition, research and investment in SAF will lead to a leap forward toward an even more eco-friendly aviation industry. Furthermore, the eco-friendly travel industry through SAF will form a favorable public perception, and airlines that adopt SAF will gain a competitive advantage. Therefore, Korea also needs to support the development of technology for the production and supply of SAF and set SAF's step-by-step goals to achieve carbon neutrality by 2050. In order to reduce greenhouse gases, which are the cause of climate change worldwide, and achieve the CORSIA policy, the introduction of bio-aviation fuel in the aviation industry has now become an essential task. Therefore, it is necessary to supply sufficient bio-raw materials, secure technological capabilities to lower the manufacturing cost, provide government tax benefits and financial support for bio-aviation fuel, and improve the legal system for the supply of bio-aviation fuel.
