전통문화 유산의 관광자원화를 위한 자치법규 제정 방안 ― 원주시의회 자치법규 제정을 중심으로 ―

Recently, local governments have shown increasing interest in transforming traditional cultural heritage into tourism resources. In order to attract Hallyu (Korean Wave) tourists and revitalize domestic tourism resources, efforts have been made not only to preserve traditional cultural heritage but also to enhance regional tourism capabilities from a modern perspective. This trend has also emerged in the Wonju City Council. In March 2024, the Wonju City Council established a research committee aimed at turning traditional cultural heritage into tourism resources, and has been working to create a policy and legal foundation for utilizing such heritage for tourism. At the national level, there have also been changes in the management policies of national cultural heritage. Moving away from a solely preservation-oriented approach, the enactment of the “Basic Law on National Heritage” has suggested utilizing cultural heritage as a key driver of regional development. In this context, this study focused on preparing local government regulations for the “utilization of traditional cultural heritage as tourism resources” by the Wonju City Council. Two approaches were taken in drafting the local government regulations. First, an analysis was conducted of the current status and conditions of the national, metropolitan, and municipal governments' efforts to utilize traditional cultural heritage as tourism resources. Second, a study was carried out to analyze the“support ordinances for utilizing traditional cultural heritage as tourism resources,” which are currently supported by metropolitan and basic local governments. Through this research process, specific measures were prepared and designed to establish a support ordinance for the utilization of traditional cultural heritage as tourism resources in Wonju City. This study can be described as the result of an analytical and exploratory research process. To enhance the applicability of the research results, policy specialists were responsible for the policy aspects, while legal experts contributed to the study of local government regulations, making this an interdisciplinary collaborative research outcome. The results of this study are expected to serve as a valuable catalyst for the enactment and expansion of support ordinances for utilizing traditional cultural heritage as tourism resources by metropolitan and municipal governments.
