스포츠공정 강화를 위한 정책적 연구 - 스포츠윤리센터와 스포츠공정위원회 관계를 중심으로 -

Korea is recognized as a leading sports nation, having successfully hosted all four major global sports events, including the Summer and Winter Olympics, the FIFA World Cup, and the World Athletics Championships. In addition, Korea achieved an overall rank of 8th at the 2024 Paris Olympics. However, domestically, issues related to sports fairness have continued to surface, leading to the establishment and operation of various policies and systems to address these challenges. This study aims to analyze the roles and limitations of the Korea Sports Ethics Center and the Sports Fairness Committee in strengthening fairness in Korean sports, and to propose improvement measures. The Sports Ethics Center was established in 2020 in response to the tragic case of athlete Choi Suk-hyeon, positioning itself as an independent institution dedicated to preventing and addressing human rights violations and corruption within the sports sector. On the other hand, the Sports Fairness Committee operates under the Korean Sports & Olympic Committee, managing regulations and handling disciplinary actions for misconduct within sports organizations. The study analyzes the primary functions and relationship between the two organizations, highlighting the limitations that arise from overlapping roles and functions. Additionally, it identifies practical challenges in the composition and operation of the Sports Fairness Committee, pointing out its structural limitations. To address these issues, the study proposes specific measures, including strengthening the functions of the Sports Ethics Center, implementing a pool of sports fairness experts, and introducing educational programs for local sports committee members. It emphasizes the need to establish a cooperative governance structure, where the Sports Fairness Committee and the Sports Ethics Center maintain a complementary and collaborative relationship to effectively enhance sports fairness.
