국가발전 단계에 따른 감사원 역할과 기능 변화에 대한 통시적 고찰

이 논문은 최고감사기구의 지위를 갖는 감사원을 연구 대상으로 국가발전 단계에 따른 행정 패러다임의변화가 감사원의 역할과 기능을 어떻게 변화시켰는지를 통시적 관점에서 탐색하는 것을 목적으로 한다. 1963년 설립된 감사원은 국가의 책임성 확보라는 중요한 역할을 수행했음에도 불구하고, 감사원의 역할과기능의 변화를 통시적 관점에서 살펴본 연구는 흔치 않다. 이 논문은 국가발전 단계를 초기, 중기 그리고선진국 정착기로 구분하고, 각 단계별 행정의 패러다임을 관료제, 시장 및 민주적 거버넌스, 협력적 거버넌스로 규정한 후 각 단계별 최고감사기구에게 요구되는 역할과 기능을 연역적으로 도출하였다. 이 논문은1963년부터 2022년까지 70년을 대상으로 감사초점과 감사유형 및 감사결과 분석을 통하여 감사원의 역할과 기능 변화를 살펴보았다. 분석 결과 지난 70년간 감사원의 역할과 기능의 변화는 국가발전 초기 단계에서는 능률성과 적법성의 전통적 관료제적 가치가 중시되었고, 국가발전 중기에는 3Es(효율성, 효과성, 경제성)와 감사를 통한 국민에 대한 책무성과 같은 시장 거버넌스와 민주적 거버넌스적 가치가 중시되었으며 선진국 정착기에 들어서는 기존의 가치와 더불어 지원·협업·연계의 협력적 거버넌스의 가치가 중시되는 변화를 확인할 수 있다. 이 같은 감사원이 추구하는 가치의 변화는 국가발전 초기의 국가회계질서 확립과 공직사회 부패통제에서 국가발전 중기의 성과 그리고 선진국 정착기의 통찰과 예견이라는 기능의 변화를 반영함으로써 국가최고감사기구에 대한 거시적 변화의 방향과 조응하고 있다. 다만, 국가발전 시기에 따라 감사원이 추구하는 가치와 기능의 실현은 시기별로 배타적이라기보다는 기존의 가치와 기능이 중첩되면서 시기별강조점이 변화되는 동태적으로 진화하는 모습을 갖는다는 것을 확인할 수 있었다.
Abstract
This paper aims to explore how changes in the administrative paradigm according to the stage of national development have changed the roles and functions of the Board of Audit and Inspection (BAI) over a period of 1963 to 2022. In doing so, this paper categorizes the national development into early, middle, and advanced stages and characterizes the paradigm of administration in each stage as bureaucracy, market and democratic governance, and collaborative governance, and deductively derives the roles and functions required of the supreme audit organization in each stage. An analysis of audit focus, audit type and audit results shows that, in the early stages of national development, the traditional bureaucratic values of efficiency and legality were emphasized; in the middle stage of national development, market governance and democratic governance values such as the 3Es (efficiency, effectiveness, economy) and accountability towards citizens were emphasized; and in the advanced stage of national development, the values of supportive, collaborative, and cooperative governance were emphasized.
