초록
환경보호 등 미래의 가치를 고려하지 않고 현재 이윤의 극대화라는 근시안적 시각에서 벗어나 발전의 지속가능성을 중시하는 차원에서 2015년 9월 UN은 ‘지속가능발전목표(SDGs: Sustainable Development Goals)’ 17가지를 제시하였다. 이중 3번째로 건강한 삶과 모든 세대의 복지를 증진하는 건강에 관한 목표를 제시하고 있으며, 이를 실현하기 위해 보건의료 공급망을 구축하여야 한다. 지속가능한 보건의료 공급망을 구축하기 위하여 ESG 경영을 추구해야 하는 필요성에 따라 디지털 전환 선도기업이 의료시스템을 디지털화함으로써 의료비용 절감을 통해 의료서비스 불균형을 해소하기 위해 ESG 경영과 의료 공급망 DX를접목한 '트윈 트랜스포메이션(twin transformation)'은 필수적이라 할 것이다. UN 지속가능발전목표와 관련한 국제환경을 개선하고자 발족된 유엔 산하 전문기구인 UNGC(UN Global Compact)에서 책임 있는 투자원칙(PRI)을 제시하였고 투자자들이 기업의 지속가능성을 판단하는 중요한 판단요소로 ESG를 적용하고있다. 세계인권선언 제25조 제1항에서는 모든 사람의 건강권을 보장하고 있으며, 효율적인 보건의료 공급망구축을 위해 본 연구에서는 금융기관은 ESG 요소를 평가하여 인권 및 친환경을 지향하는 기업을 대상으로금융지원을 하는 지속 가능하고 새로운 금융 시스템을 구축하는 방안을 제시하였다. 보건의료 공급업체가지속가능한 보건의료 공급망 구축을 위한 업무 처리 과정에서 발생하는 법적 책임을 감경하거나 면제하여주는 제도를 적극행정면책제도라 한다. 이러한 적극행정을 통하여 보건의료 공급망 구축이라는 공공의 이익이 실현되도록 공급업체에 대한 감사가 이루어져야 할 것이다.
Abstract
Article 36 (3) of the Constitution sets the state's obligations to the people in relation to health, and includes the right to actively demand the prevention and response of infectious diseases such as COVID-19 and the establishment of an active health care supply chain DX centered on prevention. The right to health for everyone, and financial institutions that reorganize and perform businesses to build health care supply chains should establish a sustainable and new financial system that provides financial support to human rights and eco-friendly companies by evaluating ESG factors. According to the Global Health Security Index, the overall level of health security is weak worldwide, which is insufficient to cope with infectious diseases. Since it is a band, it is important to establish a global health care supply chain DX. In the formation of the international health regime, a supply chain DX for global cooperation should be established with the recognition that cooperative responses benefit the parties.
