Kingdon의 다중흐름모형(MSF)을 적용한 중국 반도핑 법 신설 과정 분석

This study analyzes the case of the creation of an "Anti-Doping" Chapter in the revised 2022 Sports Law of the People's Republic of China, using Kingdon's (1984) Multiple Streams Framework. This article explores how doping emerged as a policy agenda and the key factors influencing policy change related to the law. The findings suggest four key policy implications. First, the dramatic Sun Yang incident created negative public opinion towards the Chinese sports community. This negative sentiment drew the attention of policymakers to the doping issue, forming the problem stream. Second, guidelines on doping proposed by the Chinese Communist Party, led by President Xi Jinping, provided an opportunity for doping to be set as a policy agenda, forming the political stream. Third, the amendment team, led by the state and academia, generated specific policy suggestions, forming the policy stream. Fourth, the convergence of these three streams, combined with the role of the General Administration of Sport of China as a policy entrepreneur, opened a policy window, ultimately resulting in the inclusion of the "anti-doping" chapter in the Sports Law as a policy change.
