국제 상호 국방정부품질보증협정에 따른 군수품 위수탁 분석과 발전방안 제언

본 논문은 한국의 국제 정부품질보증 협정의 지난 10년간 군수품 위수탁 사례를 분석하고 K-방산 발전을 위해 국제정부품질보증 협정이 나아갈 방향을 제시한다. 본 논문은 기존에 이루어지고 있던 NATO 정부 국제품질보증 협정의 양상을 제시하며 국내 사례인 기동화력, 함정, 항공, 유도탄 분야에서 이루어진 군수품 위수탁 내용을 분석하고 있다. 더 나아가 분석한 내용을 바탕으로 지난 앞으로 K-방산의 발전 방안을 제시하고 있다. 대한민국이 국제정부품질보증 협정을 적용함에 따라 국외구매품에 대한 상대국 정부에 품질보증 위탁을 통해 정부 품질관리를 수행했던 점과 수출품에 대하여 수입국으로부터 위탁을 받아 군수품 품질보증 활동을 수행하여 K-방산 확대의 가속화를 이루었다. 특히 정부 품질관리를 수행함으로써 한국 방산업체의 수출 협상력을 증진했다는 점과 구매국 정부에서 요구하는 정부 품질보증이 적용된 방산업체의 선정을 통해 품질신뢰성을 확보했다는 점에서 그렇다. 지금껏 맺은 협정 및 이루어진 정부품질보증 사례들을 분석하여 앞으로 중동 등 세계 각국으로 확대해 나갈 정부품질보증협정에 대해 대비할 수 있다. 더 나아가 미국과 추진 중인 국방상호조달협정(RDP-MOU) 체결시 정부품질보증협정의 위상을 높이고 그 역할을 다른 국가의 사례를 통해서 미리 예상하고 준비를 위한 시작점으로서 의미가 있다.
Abstract
This study analyzed the delegation cases due to the reciprocal government quality assurance (GQA) memorandum of understanding (MOU) about military products throughout the decade. This paper presents the direction these MOUs should take for the development of the K-defense industry. The characteristics of NATO's GQA MOU are presented, and the delegation cases of GQA regarding military products in the field of Land Systems, Naval Vessels, Aviation, and Guided Missiles are examined. Moreover, this paper suggests development strategies for K-defense based on this analysis. As an application of the GQA MOU, the Republic of Korea has facilitated a quality assurance delegation to the governments of foreign purchasers and accelerated the expansion of K-defense through GQA for exported products. In particular, by performing GQA, the export negotiation power of Korean military companies was enhanced, and quality reliability was ensured by selecting GQA-implemented companies. Future GQA MOUs, such as Saudi Arabia, can be prepared for by analyzing GQA MOUs and GQA cases. It is meaningful as a starting point for predicting and preparing the status and role of the GQA MOU in advance through examples of other countries when concluding the reciprocal defense procurement (RDP) MOU being promoted with the USA.
