The relationship between the U.S. federal government and state and local governments was confirmed after much controversy in the early days of the U.S. federal establishment. In particular, there was considerable discussion in the early days of the founding of the country on how to take governance, dividing the relationship between the federal and state, and between state and local governments, and between federal and local governments. The purpose of this article is to take a comprehensive look at governance that differs slightly under U.S. federalism. To make the overall review the subject of research, there are limitations due to geographic constraints. This article aims to focus the discussion on the establishment of the relationship between the federal government and the state, the relationship between each constituent state and local government of the federal government, and the financial structure of the federal government in terms of subsidies or grants. Among them, the focus was on the relationship between state and local governments and the problems of the financial structure of federal, state and local governments, and the discussion also focused on the implementation of federalism related to financial structure and subsidies rather than large governance. Since the system of separation of powers in Korea and the system of power relations between the federal government and state and local governments under US federalism are quite different, there are limited implications for the consideration of US federalism. The role of the central government for win-win development between the central and local governments in the era of decentralization and balanced development is likely to receive some implications through the US federal government's subsidy policy for state and local governments.
