초고령화 시대 의료･돌봄 법제의 현안과 과제 — 간병비 급여화 논의를 중심으로 —

The social changes caused by the super-aging are expected to be much more dramatic and powerful than the various changes we have experienced and had to endure as the aging population accelerates. Economic growth will slow down further due to labor shortages and low productivity, and the sustainability of the social security system will be seriously threatened by a decrease in financial resources and rising elderly support costs. In terms of medical care and care, along with a surge in medical expenses, the demand for home medical care and home care as well as nursing hospitals is expected to increase rapidly, and medical and care personnel will be severely insufficient. Social risks such as loss of income due to old age, decline in physical and mental functions, and loss of various diseases and individual dignity will become more massive and bring about rapid changes in various social security systems and related systems. The current policy on medical care and care to prepare for a super-aged society is to include care in social security benefits, to allow the elderly to live with integrated medical and care services in the community, and to increase their benefits by utilizing cutting-edge technologies in the medical and care areas. Medical care not only forms a social security relationship, but also is interrelated with various systems within the health care system and contains various regulatory problems, so a delicate legal system and institutional mechanism to minimize social conflict are needed. This article first introduces the payment policy for care expenses and related bills, and examines the payment method and the supply and demand of financial and nursing and nursing personnel. Furthermore, this article emphasizes reorganizing legislation for home medical and integrated care, improving regulations for the use of technology in the medical and care area, and the role of local governments in forming a regional medical and care network for the feasibility and sustainability of medical and care policies. Furthermore, it is suggested to prepare procedures for social consensus for acceptable and valid legislation.
