지역주택조합의 공공지원 확보 방안 연구 -서울특별시 주택 조례 개정을 중심으로-

The main direction of housing policies is about pursuing the quality of life based on residences. The Housing Construction Promotion Act, enacted in 1972 for stabilizing the housing life of the people and their public welfare, was completely revised into the Housing Act in 2003, and the purpose of the Act is still to promote the ‘housing stability’ and ‘improvement of housing standards’ of the people. The local housing associations projects secure housing stability and improve housing standards for the people are being carried out by private sector-led cooperatives, making public contributions to areas that the public needs, such as the contributed acceptance of public rental housing or public facilities. as of December 2023, the regional housing cooperative projects were being promoted in 118 areas of Seoul, with the (planned) 67,767 households. Seoul Special Metropolitan City Ordinance on The Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents generally manages, supervises, and supports Improvement projects based on provisions on the Designating Improvement Zones, Implementation of Improvement projects, timing adjustment of authorization of project implementation plan and management and disposal plans, Cost Apportionment, public support of Improvement projects, and supervision, etc. However, Seoul Metropolitan Government Ordinance on Housing lacks provisions for the management and supervision of and public support for local housing associations projects. “Gong” (in Hanja, 公) means ruling power and structure, fairness and justice, majority interests and opinions, etc., while “gong” (in Hanja, 共) means together with the community. Public support (in Hanja, 公共支援) is the government or public institutions’ financial and institutional support to reduce inequality and promote the interests of the majority in a fair and equitable manner. In other words, public support is essential for the country and the people because it addresses social inequality and aims to promote the interests of the majority. Accordingly, this study proposed ‘public support’ through revision of the Seoul Metropolitan Government Ordinance on Housing as an improvement measure while considering the grounds (in Hanja, 根據) for the improvement of the local housing associations projects from a new perspective of ‘public contributions’. So, it is expected that the local housing associations projects will continue to contribute to the realization of ‘housing stability’ and improvement of ‘housing standards’ for the ordinary people and will establish itself as a ‘housing policy for the provision of housing to those people’, which is the system’s intended purpose, through the revised Seoul Metropolitan Government Ordinance on Housing to manage, supervise, and provide public support for the local housing associations projects.
