디지털전환시대 가상자산(NFT)에 대한 동향분석: 디지털공동체 정책적 함의

연구목적 본 연구 디지털전환시대 가상자산에 대한 동향 분석을 통한 정책적 방향성을 규명하는데 주된 목적이 있다. 연구방법 2023년 6월 1일∼7월 30일(60일)까지 국내 디지털 정책, 스마트산업, 금융업 전문가, 경제분야 학계 연구자 등의 종사자 10명의 전문가를 대상으로 질문지를 이용해 자료를 수집하였다. 결과 첫째, 가상자산(NFT)에 대한 사회적 인식으로는 ‘기술의 사회적 활용가치 정립의 한계’, ‘다가올 미래사회 혁신 기술’, ‘디지털기술을 이용한 범죄기회 제공’ 등의 요인이 도출되었다. 둘째, 가상자산의 기술적 저작권 강화 방안으로는 ‘정부중심 저작권 관리시스템 개발’, ‘저적권 존중문화 및 공정사용 사회적 정립’, ‘권리인증 특허제도 확립’ 등의 요인이 도출되었다. 셋째, 가상자산에 대한 법·제도 개선 방안으로는 ‘정부의 명확한 법·제도 규정 마련’, ‘가상자산 시장의 충분한 다양성 검토 후 제도 확립’ 등의 요인이 도출되었다. 넷째, 가상공간 디지털공동체 확립 방안으로는 ‘디지털윤리성 및 사회적 가치 확립’, ‘디지털공동체 커뮤니티 전문기관 구축’, ‘투명성과 안전성 확보를 통한 메타신뢰 필요’ 등의 요인이 도출되었다. 결론 디지털전환시대 가상자산은 다가올 미래사회의 혁신 기술로 법·제도적인 규정이 확립되어져야 한다.
Abstract
PURPOSE The main purpose of this study is to identify policy direction through analysis of trends in virtual assets in the era of digital transformation. METHOD From June 1 to July 30, 2023 (60 days), data were collected using a questionnaire targeting 10 experts working in domestic digital policy, smart industry, financial industry experts, and academic researchers in the economic field. RESULT First, factors such as ‘limitations in establishing the social utility value of technology’, ‘innovative technology for the upcoming future society’, and ‘providing criminal opportunities using digital technology’ were identified as social awareness of virtual assets (NFTs). Second, factors such as ‘development of a government-centered copyright management system’, ‘establishing a social culture of respect for copyright rights and fair use’, and ‘establishing a patent certification system for rights certification’ were identified as measures to strengthen technical copyright of virtual assets. Third, factors such as ‘establishing clear legal and institutional regulations by the government’ and ‘establishing a system after reviewing sufficient diversity of the virtual asset market’ were identified as measures to improve the laws and systems for virtual assets. Fourth, factors such as ‘establishing digital ethics and social value’, ‘establishing a specialized digital community community organization’, and ‘need for meta trust through securing transparency and safety’ were identified as measures to establish a virtual space digital community. CONCLUSION In the era of digital transformation, legal and institutional regulations must be established for virtual assets as an innovative technology for the future society.
