지방재정분석 지표를 활용한 재정건전성 추이분석

지방자치는 지방재정 건전성이라는 토대 위에서 지속가능하다. 경기침체 등으로 위기가 닥치면지방재정 건전성에 대한 우려와 관심이 높다. 지방자치단체의 자금관리에 문제가 생기면 주민서비스제공과 복지지출을 수행할 수 없고 주민의 삶과 직결되기 때문이다. 본 연구는 지방재정 건전성측정방법과 지표에 대한 이론적 탐색 후에, 지방재정분석 결과를 활용하여 우리나라 지방재정 건전성의 시계열적 변화를 파악하고 관련 시사점을 도출하는 데 있다. 연구방법은 r을 활용한 기술통계분석이며, 연구대상은 2014-2021 기간동안의 243개 모든 자치단체이다. 분석 결과, 통합재정수지비율은 2020년을 제외하고는 평균적으로 흑자 수지였다. 관리채무비율이나 장래세대부담비율 등 채무관련 지표는 분석대상 기간 중 평균적으로 감소추세를 보이다가 2020년 이후로증가추세로 전환되었다. 공기업부채비율은 2014년 이후로 지속적으로 상승하고 있으며 공기업의총자본대비영업이익률은 분석기간 동안 모두 음수로 나타나서 지방공기업의 공공성과 수익성을고려한 재정운영에 주의가 요구되는 것으로 나타났다.
Abstract
Local autonomy is only sustainable if local finances are healthy. When a crisis hits, such as an economic downturn, there is a lot of concern and interest in the health of local finances. This is because local governments are unable to provide services and welfare expenditures and are directly related to the lives of residents. This study aims to identify time-series changes in local government fiscal health in Korea and draw relevant implications by utilizing local government fiscal analysis results after theoretical exploration of local government fiscal health measurement methods and indicators. The research method is statistical analysis, and the study is about all 243 local governments from 2014-2021. The statistical analysis shows that the integrated fiscal balance ratio was surplus on average except for 2020. Debt-related indicators, such as the administrative debt ratio and the future generations’ burden ratio, showed a decreasing trend on average during the period under analysis, and then turned to an increasing trend after 2020. The local public enterprises’ debt ratio has been rising since 2014, indicating a need for caution in fiscal management.
