본 연구에서는 COVID-19의 한국 내 팬더믹 발생, 부동산정책 및 통화정책이 창원특례시 아파트 가격에 미친 영향을 실증분석하였다. 2019년 1월 1일부터 2023년 12월 31일까지 44,622건의 국토교통부 실거래 가격데이터에 대하여 불연속회귀설계를 활용하여 COVID-19 및 정책효과를 명확히 하고자 하였다. 본 연구의 실증분석 결과는 다음과 같다. COVID-19로 인한 팬더믹의 발생은 단기적으로는 아파트 가격에 부(-)적인 영향을 미쳤으나 장기적으로는 정(+)의 영향을 미친 것으로 나타났다. 한편 투기과열지구로 지정되는 것은 조정대상지역에 비하여 아파트 가격에 부(-)의 영향을 미치는 것을 확인하였다. 마지막으로 투기과열지구와 조정대상지역을 비교하여 금리에 따른 영향을 확인하여 투기과열지구로 지정된 지역이 상대적으로 금리상승에 대한 부(-)의 영향을 강하게 받는다는 것을 실증하였다. 본 연구는 한국의 주요 산업중심 도시인 창원특례시의 부동산 가격에 대하여 COVID-19, 부동산정책 및 통화정책의 영향력을 실증한 연구로서 향후 지방 중소 산업도시들에 대한 보다 적절한 부동산정책수립을 통한 주택시장 안정화에 기여할 수 있을 것으로 판단된다.
Abstract
This study empirically analyzed the impact of the COVID-19 pandemic, real estate policies, and monetary policies on apartment prices in Changwon city. Using the Ministry of Land, Infrastructure, and Transport’s transaction price data of 44,622 cases from January 1, 2019, to December 31, 2023, we use regression discontinuity design to clarify the effects of COVID-19 and real estate policies. The empirical results show that the pandemic initially had a negative (-) impact on apartment prices in the short term, however a positive (+) impact in the long term. In addition, speculative overheated districts had a more negative (-) effect on apartment prices compared to adjustment regions. Our study suggests that speculative overheated districts are more negatively impacted by rising interest rates compared to adjustment regions. Our findings contribute to the stabilization of the housing market through real estate policies for small and medium-sized industrial cities by empirically examining the influence of COVID-19, real estate policies, and monetary policies.
