여성공무원의 공공봉사동기가 혁신행동에 미치는 영향: 가족친화제도 만족도의 조절효과

The purpose of this study was to verify the effect of public service motivation of female public officials on innovative behavior and to identify the moderating effect of satisfaction with family-friendly policies in their relationship. To this study, the data from the "2023 Public Service Life Survey," conducted by the Korea Institute of Public Administration, was analyzed. Among 3,000 female public officials who entered through open competitive recruitments, 1,425 who utilized family-friendly policies were included in the final analysis. T-tests, ANOVA, correlation analysis, and multiple regression analysis were performed. The results of the study are as follows. First, differences in public service motivation and innovative behavior were observed based on age, marital status, education level, and position. Second, public service motivation of female public officials was found to have a positive effect on innovative behavior. Third, satisfaction with family-friendly policies were found to moderate the relationship between public service motivation and innovative behavior. The findings suggest that efforts to enhance public service motivation are necessary to strengthen innovative behavior of female public officials, and that the innovative behavior varies on the level of family-friendly policies.
