Kim(2020)은 COVID-19 백신 특허 개발을 위한 경합에서 기업의 과도한 투자가 이루어진다는 결과를 보였다. 본 연구는 무책임 규칙(non-liability rule)을 고려하면서 (i) 사적 최적과 사회적 최적을 위한 투자 조건, (ii) 기업의 투자가 과도한 조건과 부족한 조건을 제시한다. 이를 위해, 본 연구는 두 모형을 설정한다: 사적 최적화 모형과 사회적 최적화 모형. 먼저, 두 모형에서 기업의 균형 노력수준을 유도하고, 투자가 성립하는 조건을 각각 제시한다. 다음으로, 두 모형에서 유도된 균형 노력수준을 비교한다. 본 연구의 주요 결과는 다음과 같다. 첫째, 투자가 이루어지기 위해서는 백신 개발에 성공할 확률이 일정 수준을 초과해야 한다. 둘째, 투자가 이루어질 때, 백신 개발에 성공할 확률이 크게 나아지면 기업의 투자는 과도하게 되고, 크게 나아지지 않으면 기업의 투자는 부족하게 된다. 부록에서는 책임 규칙(liability rule)을 고려할 때도 본 연구의 결과가 유지될 수 있음을 보인다.
Abstract
Kim(2020) demonstrated that companies engage in excessive investment in the race to obtain COVID-19 vaccine patents. This study presents (i) the investment conditions for both private and social optimum, and (ii) the conditions under which corporate investment is either excessive or insufficient, considering the non-liability rule. To this end, the study establishes two models: a private optimization model and a social optimization model. It first derives the equilibrium effort levels of firms in both models and presents the conditions under which investment is justified. Next, it compares the equilibrium effort levels derived from both models. The main findings of this study are as follows: First, for investment to occur, the 'positive' external environment for acquiring a vaccine must exceed a certain level. Second, when investment occurs, if the external environment for acquiring a vaccine significantly improves, corporate investment becomes excessive; if it does not significantly improve, corporate investment becomes insufficient. The appendix shows that the results of this study can be maintained even when considering the liability rule.
