The purpose of this study is to analyze the factors related to cultural and artistic activities that have a positive effect on the local economy. And we aimed to analyze the priority of the factors that have a positive effect. The detailed contents of the study are as follows. First, we looked for the factors that have a positive effect on the local economy. Second, we studied the factors that need to be improved in order for cultural and artistic activities to have a positive effect on the local economy. These include accessibility, systems, subsidies, talent production, and talent inflow. We found and analyzed subcategories of these factors and proposed policies. As a result of the study, the priorities of the items that cultural and artistic activities contribute to the local economy were as follows. The first priority was "If accessibility related to cultural and artistic activities is improved, the economic effect will be large." The second priority was "If various systems related to cultural and artistic activities are well-equipped, there will be an economic effect." The third priority was "If the inflow and output of cultural and artistic talents to the region are activated, it will contribute to the local economy." 4th place: "It is important to expand awareness of the economic effects of cultural and artistic activities." 5th place: "It is important to expand subsidy support related to cultural and artistic activities." The policy proposal suggested items that need to be included in the ordinance. In addition, policy proposals were made on organizational and policy aspects. The basic idea of ​​the ordinance is to apply the principle of supplementarity and the principle of arm's length. It was emphasized that the ordinance should set a direction that respects autonomy, openness, and pluralism. A proposal was made to invite retired professional talents from home and abroad. In terms of organization, it is to independently organize and assign roles to the (tentative name) Cultural Policy Research Institute. In terms of policy, in addition to the contents included in the ordinance, a policy was proposed to encourage cultural and artistic people to participate in events of cultural and artistic organizations receiving subsidies. In addition, it was proposed to support the use of various media to easily obtain information on cultural and artistic activities.
