AI 기술과 데이터 보호 관련 법률 비교 연구 : 장애인복지 분야 내 개인정보 보호를 위한 과제를 중심으로

This study analyzes the impact of digital technology development on the welfare of the disabled in the era of the 4th industrial revolution and presents legal tasks and improvement measures to prevent dysfunctions such as personal information protection, AI ethics issues, and digital gaps caused by the use of AI (artificial intelligence) and big data. In the digital transformation, welfare services for the disabled have become an important technical tool to increase efficiency and accessibility, but various social problems such as personal information infringement, AI biased learning, data leakage, and digital accessibility issues are raised together. This study compares and analyzes related laws in Korea, the United States, and the EU to evaluate the current status of legal responses in each country and identifies legal blind spots due to the introduction of digital technology, especially in the field of welfare for the disabled. As a result of the study, it was derived that domestic law is incomplete in terms of personal information protection and AI ethics regulation, and legal improvement is needed to strengthen digital accessibility for the disabled and to prepare measures to prevent discrimination. Through this, we intend to seek ways to utilize digital technology to protect the rights and improve welfare of the disabled.
