We recognize the problem that the existing TRA system of the Defense Acquisition Program Administration is designed with a focus on HW and is not suitable for a system that combines HW and SW such as the M&S system, and propose a plan to improve it. By proposing a TRA checklist and evaluation criteria suitable for the M&S system, we aim to contribute to increasing the efficiency of technology maturity assessment and reducing the risk of weapon system research and development. To this end, we analyzed the existing HW-centric TRA standards and derived a TRA evaluation methodology suitable for the M&S system by referring to SW-centric TRA cases in the civilian ICT field. We presented a checklist for specific CTE and TRL evaluations and presented a case study on the complex military training M&S system. This will contribute to the evaluation of technological maturity, which plays a key role in preliminary research on the defense M&S system.
