축소사회에서 과학자의 역할과 의의: 스타과학자를 중심으로

초록
18세기 이후 산업화와 도시화를 거친 대부분의 국가는 공통적으로 인구 구조변화에 이은 인구 감소현상을 겪고 있으며, 이를 자연스러운 현상으로 받아들여야 한다는 ‘축소사회’에 관한 기조가 마련되고 있다. 정책 이해관계자들은 이제 인구의 감소를 ‘국가의 심각한 문제’가 아니라 다운사이징 사회에서의 ‘적응의 관점’으로 바라보는 가운데, 혁신성장의 핵심요인인 지식의 생산과 전파를 견인하는 연구자의 역할에 주목하고 있다. 특히 수월성이 확보된 ‘스타과학자’는 마치 화학적 반응과정에서 소모되지 않으면서 반응속도를 변화시키는 촉매(觸媒, catalyst)와 같이, 혁신시스템 내에서 스스로의 역량을 소모하지 않으면서, 자신이 속한 네트워크 내의 혁신 성과를 강화하는 만큼, 감소하는 생산성을 보완할 중요한 인적자본으로 분류된다. 본 연구에서는 다양한 선행연구로부터 검토된 스타과학자의 정의에 착안하여 보다 넓은 관점에서 이들에 대해 고찰한 내용을 바탕으로 축소사회에서 연구자 수월성 제고 정책의 중요성을 논하고자 한다.
Abstract
Most countries that have undergone industrialization and urbanization since the 18th century have experienced a demographic transition followed by population decline, and there is a growing consensus that this should be accepted as a natural phenomenon. Policy stakeholders are now looking at population decline not as a ‘serious national problem’ but as an ‘adaptation perspective’ in a downsizing society, and are focusing on the role of researchers in driving the production and dissemination of knowledge, which is a key factor for innovative growth. In particular, ‘star scientists’ who have secured a high level of competence are classified as important human capital to compensate for the declining productivity of the innovation system, as they strengthen the innovation performance of the network they belong to without consuming their own competence, like a catalyst that changes the reaction rate without being consumed in the chemical reaction process. Based on the definitions of star scientists reviewed from various previous studies, this study will discuss the importance of enhancing the ease of researchers in a shrinking society based on a broader perspective.
