대전지역 주력산업 정책의 효과분석 - 특허 및 재무성과를 중심으로 -

본 연구는 2013년부터 추진된 대전지역 주력산업 정책의 효과를 실증적으로 고찰하였다. 이를 위해 2013년부터 2022년까지 주력산업과 비(非)주력산업에 속한 기업의 특허성과(출원, 등록)와 재무성과(자기자본이익률, 총자본투자효율)를 비교·분석하였으며, 주력산업 업종 개편 시기(총 4차례)에 따라 성향점수매칭 기반의 준-실험설계를 활용하여 추가적인 검증을 수행하였다. 분석 결과, 전체기간 주력산업에 속한 기업은 비-주력산업 기업보다 특허성과와 재무성과가 높게 나타났으며, 이는 성향점수매칭을 통한 대응기업 비교에서도 일관된 결과로 확인되었다. 세부기간별 분석에서 1차(2013∼2014년), 2차(2015∼2017년), 3차(2018∼2020년) 시기에는 주력산업이 비-주력산업에 비해 더 높은 특허 및 재무성과를 보였으나, 4차(2021∼2022년) 시기에는 특허성과에서만 유의한 차이를 보이고 재무성과는 유사하거나 낮은 성과를 보여 시기별 차별화된 결과가 관찰되었다. 이와 같은 결과는 대전지역 주력산업 정책이 기업의 특허 및 재무성과에 긍정적 영향을 미치는 중요한 요인임을 시사하며, 특히 주력산업의 기술성과 증진에 기여하고 있음을 확인시켜 준다. 다만 최근 시기의 재무적 성과 저조 현상은 주력산업 기업의 재무적 경쟁력 강화를 위한 추가적인 정책적 지원의 필요성을 제기한다.
Abstract
This study examines the effects of core industry policies implemented in the Daejeon region since 2013. We compare patent performance and financial performance between firms in core industries and non-core industries from 2013 to 2022. We find that firms in core industries demonstrate higher patent and financial performance compared to those in non-core industries throughout the entire period. In the sub-period analysis, core industries exhibit superior patent and financial performance during the first (2013-2014), second (2015-2017), and third (2018-2020) periods. However, firms in core industries show only superior patent performance in the fourth period (2021-2022). Overall, the Daejeon region's core industry policy positively influences both patent and financial performance, indicating that the policy contributes to enhanced technological achievements in the core industries. However, the recent decline in financial performance of core industry firms suggests the need for additional policy support to strengthen the financial competitiveness.
