사회문제해결형 과학기술정책의 발전 과정:‘과학기술 기반 사회문제해결 종합계획’ 텍스트 분석을 중심으로
Evolving Strategies in Science and Technology Policy for Social Problem-Solving: Insights from Text Mining of Comprehensive Plans

본 연구는 사회문제해결형 과학기술정책의 주요 수단을 식별하고, '과학기술 기반 사회문제해결 종합계획'이 2차에서 3차로 전환되는 과정에서의 정책 수단 변화를 분석한다. 키워드 분석, 군집분석 등 텍스트 마이닝 기법을 활용하여 두 계획의 추진과제를 분석했다. 분석 결과, 두 계획 모두 R&D 사업을 핵심 정책 수단으로 활용하며, 다양한 주체의 참여 및 협력을 일관되게 강조하고 있음을 확인했다. 2차 계획에서는 사회문제해결 거버넌스와 범부처 협력 체계 구축, 다부처 R&D 추진이 강조되었다. 3차 계획에서는 임무 중심 R&D 투자라는 새로운 전략적 방향이 제시되었으며, 성과의 현장 적용 및 사업화 강화, 사회문제 관리 체계 고도화 등 기존 전략을 심화하는 방향이 강조되었다. 특히, 3차 계획의 추진과제를 신규형, 심화형, 지속형으로 유형화함으로써 정책의 연속성과 혁신성을 동시에 포착했다. 본 연구는 텍스트 마이닝을 통해 정책 변화를 객관적으로 분석함으로써 기존 정성적 연구의 한계를 보완했다는 점에서 방법론적 의의가 있다. 이 분석 결과는 향후 사회문제해결형 과학기술정책의 설계와 실행에 실증적 근거로 활용될 수 있다.
Abstract
This study analyzes the evolution of science and technology policies for solving social problems from the 2nd to the 3rd Comprehensive Plan for Solving Social Problems Based on Science and Technology. Using text mining techniques, we examined the action plans of both iterations. The analysis reveals that both plans consistently employ R&D programs as core policy instruments and emphasize diverse stakeholder participation. The 2nd Plan prioritized establishing governance and inter-ministerial cooperation frameworks. In contrast, the 3rd Plan introduced a strategic shift toward mission-oriented R&D investment, with an increased focus on field application and commercialization of R&D outcomes. We categorized the 3rd Plan's action items as new, deepened, or continued, highlighting both policy continuity and innovation. This study's methodological significance lies in its objective analysis of policy changes through text mining, complementing previous qualitative research. The findings provide empirical evidence to guide future science and technology policies aimed at solving social problems.
