중국의 인공지능정책 확산에 미치는 영향 요인- ‘차세대 인공지능 발전계획’ 확산 사례를 중심으로 -
Study on the Effect Factors of the China's Artificial Intelligence Policy Diffusion : Focus on ‘Development Planning for New Generation Artificial Intelligence’

중국 인공지능정책 확산에 영향을 미치는 요인을 규명하기 위하여 30개 성(시)를 대상으로 2017년부터 2022년까지 ‘차세대 인공지능 발전계획’ 정책을 이용하여 실증 연구를 하였다. Berry & Berry(1990)의 통합모형을 이용하여 종속변수인 정책채택 여부와 9개의 독립변수를 정하여 이산시간 사건사 분석법으로 연구하였다. 분석 결과는 아래와 같다. 첫째, 정책확산의 시간적 분포는 ‘R’자 확산을 보이고, 공간적으로는 동부지역에서 중·서부 지역으로 확산하였다. 둘째, 로짓 회귀분석 결과 전반적으로 외부확산 요인보다 내부결정 요인의 영향력이 높았다. 외부확산 요인에서는 수직적 영향은 나타나고 수평적 영향은 나타나지 않았다. 내부결정 요인에서는 지도자 성향의 영향력이 가장 높았고 재정자립률, 소득수준, 정보화 수준 등 경제·사회적 변수가 확산에 영향을 미치는 것으로 나타났다. 셋째, 중국을 4대 지역으로 구분하여 확산유형을 보면 동부지역을 기준으로 동북, 중부, 서부지역 순으로 영향력이 낮게 나타났으며 이는 중국의 경제 발전의 지역 전략과 관련이 있다. 본 연구에서는 서구사회와는 다른 요인과 확산 특징을 가진 중국 인공지능정책의 확산을 살펴보았으며, 본 연구의 결과는 미국 중심의 국내 인공지능산업 정책에서 중국과의 전략적 협력을 위한 새로운 정책 수립에 시사점을 제공할 것이다.
Abstract
The purpose of this study is to identify the factors that influence the spread of artificial intelligence policy in China. To this end, an empirical study was conducted on 30 provinces based on the 'Next Generation Artificial Intelligence Development Plan' implemented from 2017 to 2022. The Integrated Model of Berry & Berry (1990) was used. The dependent variable is the policy adoption, while nine independent variables were identified and analyzed using the discrete-time event history analysis method. The results of analysis are as follows. First, the time distribution of policy diffusion shows an R-shaped pattern. Second, the results of Logit Regression Analysis indicate the presence of vertical diffusion, while horizontal diffusion was not observed. Among the internal determinants, the leader's propensity to influence was the most significant, followed by the financial independence rate, income level, and information level, all of which had an impact. Third, when comparing the regional diffusion pattern based on the eastern region, the influence was lowest in the order of northeast, central, and western regions, which is linked to China's regional economic development..
